Transom assy

Replacing gimbel ring top bearnig and seals.
Confused as to how the seals go in the transom assy.
Seal lip up seems to be the way the manual says.......but that looks backwards for sealing out water from the outside.
 
Excuse my simple drawing....Not a CAD program ;D
Anyway the water will be below the seals and the lip is pointed up.  Thus allowing water into the bearing surface...Right?

OK. Just FYI
The seal goes open side up.
But the reason why is...it really makes no difference...
Pressure is 1 PSI at 1 foot below the surface in fresh water.
When is the seal going to be 1 foot below the surface?!
Only 1 seal is installed. Even though the IPC shows 2 in the number required. It only shows 1 illustrated. WHY?
Typo in the number required.
Talked with Mercury service rep.
He said it will be corrected for quantity required.
