Surveyor/Expert/Specialist Question

Looking for somebody in the Baltimore area that you would consider to be an OUT DRIVE SPECIALIST/EXPERT. Having an issue with the claims adjuster and the surveyor that she considers to be her expert.
 
Hate when they show up with their guy, usually rips you off with band-aids to be as cheap as possible.
I know Brian's Marine Service in Middle River at Bowley's Marina is really picky. (Used to be Roger's Marine Service and he's still involved some). They're friends of mine so I'm biased but I know they deal with Insurance companies often.
 
One of the drives went boom and the engine stalled. Brought things down to idle and shut them off. Saw an oil slick following behind us and figured we hit something. Hauled out and mechanic removed drive and agreed. Insurance claim filed and the adjuster knows nothing about boats. She hired a surveyor who said it was just a catastrophic failure and not damage from striking an object. Looking for 2nd opinion so we can possibly take it to arbitration and have it covered. Adjuster (who knows nothing about boats) thinks that the surveyor is an EXPERT, but fails to understand that HER EXPERT doesn't have years and years of Mercruiser engine/drive training and certifications. She seems to think that a surveyor automatically knows more than a certified mechanic......
