Replace risers/elbows?

I am purchasing a 2015 290BR with twin 350MAG MPIs with Seacore. It is a saltwater boat with 265 hours. I had the selling broker service the outdrives, replace all fluids, and pull and inspect the risers. He tells me the risers a fine, for now. He says the manifolds on closed cooling systems don't usually need to be replaced. He will replace the risers for $4000 at my expense if I want. Does $4000 seem high just for risers. Don't know your serial number or the height of the elbows (stand or up to 8 inch higher), but being a 2015 it would have CAT's and the elbows start around 500 each and go up to 1700 each

Those risers don't look nearly as bad as my 200 hour salt water risers on my seacore ECT 8.2's. But, a pair of risers for my big blocks is $650 with gaskets, (sold as a "kit", pair of gaskets and risers) and it takes 15 minutes to change each one, so 4 grand is crazy unless the small block parts are much more expensive?
