Outdrives Not Lowering

I recently raised my outdrives to install skeg guards. I went to lower them yesterday and neither would go down. The pump(s) run when I operate the switches in the up position but no pump operation when the switches are operated to the down position. Thoughts.
 
Search for my recent posting about the same issue on my 2008 Bravo III drives. The fix was to replace the end caps on both drives. My boat has always been on a lift since new, but over time, corrosion compromised the end cap's ability to maintain sufficient pressure to raise/lower the drive. The problem didn't happen suddenly, it was intermittent and got worse over a period of weeks. Eventually, they would not go down at all unless I had a buddy stand on the drive as I operated the switch at the helm. Other member's responses to my post said that it was a simple repair, but I'm not that mechanically inclined so I had it done, cost around $800.
 
I recommend having someone stand on the drive as you attempt to lower. Sometimes they get stuck from lack of use over the winter. Move them up/down a few times.
 
Not even getting a click from either one. They went up a few days earlier with no problems. First season with this boat. Learning curve. It was just surveyed in November.
 
Its either the switch in the throttle handle or relay.
Use a voltmeter and connect to the small white/green wire on the bottom relay. Have someone push the down button and see if voltage shows.

If your buy your self take a jumper wire and connect the 12V Red to the small White/Green wire on the bottom. The relay should click and the pump run. If it doesn't run its the relay, if it does run then probably the switch or wire
