Gross stuff on wiring

So, my boat's OEM wiring looks like this, (not my pic). I thought it was just MY boat like someone had done something wrong to it, or sank it or who knows.
This photos is from another Formula I found on FB.
What's causing the wiring to become like this? how do you fix it?

The gross stuff on the connectors. I tried to just wipe it off, but it's like grease that's caked with mold?

It's should be silicone grease.
Great to use in marine environment to help keep contacts moisture free to keep corrosion from starting.

The bad is any dirt and crud floating around can get stuck to it and then it looks bad. If it's cleaned up I would get some more to cover it again
