File Limit size - crazy small

So I simply wanted to share a 200KB attachment, a few key pages to help some one...but the file limit size is crazy tiny small.

Is this by design or just not adjusted yet on the new software.

Says I can't load a file larger than 19kb or something like that.
I know how to link photo's from say photobucket, but how would I share a PDF ?
 
Photos can be large. I have to look at settingsfor PDF. They may be different
