I had a survey done on my 40 PC last week for a refinance loan, yes I was one of the last escape financing sales. The fire protection system came up as needing annual inspections. ABYC A-4 and NFPA 302 Annex C B.4.7 recommends that fixed fire protection systems be checked and re-weighted at one year intervals and tagged by a qualified service facility.

I wonder why the gauge atop the tank is not sufficient? I realize it only measures propellant gas pressure and not suppressant inventory however if the system activates the pressure will be lowered as a direct indication of inventory loss. I guess if someone wanted to be cheap they could recharge the gas without re-inventorying the suppressant and it indicate good. Thinking about it, it would be a good idea to weigh the tank if purchasing a used boat and I guess that is why the insurance guys are interested as well. You should be able to weigh it yourself and simply report the weight to the insurance co.
