Steering issues on a 350 ss w 502's

I can't get the steering to function. This is a 2012 its, Axius boat. if the drive is turned to the right when starting the engine it moves and stays full right. If the drive on to the left when starting it moves and stays to the left. When you move the wheel nothing happens. Looking for some help.
