HELP! Purchasing 1999 pc 31 weird nose

Hello everyone. Thanks for the add. After 4 different failed structural surveys we came across a 1999 Formula 31 pc. We also had a mechanical survey and here is where the problems begin. On the sea trial it would only make it to 3400 RPM. But ran great otherwise. Marine mechanic did compression test and claimed good. But noted there was a (On compression test port engine made a smacking/knocking noise) He acted like that was no big deal. But has anyone ever heard of this?

An engine "knocking" is no big deal???? You need to take a step back my friend.

The surveyor doing the compression test needs a new gauge, and would know this if he/she was any good. Don't know what motors but anything close to 170 is high. The 188 makes me think it has liquid in the cylinders.
 
This is what happens when you work with engines your whole life. Hearing is greatly affected. Wonder why the surveying mechanic would say something like that? Their job is to help you.
